VENETO DESIGNER OUTLET ENVIRONMENTAL MONITORING
The realization of Veneto Designer Outlet in Noventa di Piave was in accordance to the environmental compatibility judgment issued on June 13th (protocol n° 41925/08) by the province of Venice.
With this authorization, a Schedule of Fulfillments was defined. This schedule involves a monitoring program for the control of the most important environmental components and their modifications resulting from the realization of the Outlet complex.
In this Schedule of Fulfillments the following monitoring procedures were established:
- Atmosphere: Chemical agents in the atmosphere will be sampled and analyzed by a station placed near the main entrance of the Outlet. Analysis will be performed annually for a period of 1 week, 3 hours per day. Results will be published annually and will be accessible on the website.
- Surface water: Water of ditches will be analyzed upstream and downstream of the water draining area. Water sampling and results publishing will be done annually in correspondence to the day of most sustained business activity of the center.
- Underground water: First ground water will be analyzed with 2 piezometers placed upstream and downstream of the Outlet. Sampling and results publishing will follow the same procedure and schedule described before for the surface water.
- Noise: Noise emissions will be measured in the proximity of the nearest sensitive sites (residential buildings and hotels). Analysis will be done in correspondence to the day of most sustained business activity of the center, during all opening hours, every 6 months.
- Traffic:An automatic survey of cars entering the Outlet area will be activated. Data will be collected and processed to be published in the website every 6 months.
- Garbage: A monthly monitoring will be done for all the garbage produced, divided by category (plastic, glass, organic, paper, non-recyclable materials, etc.). Data will be published annually.
- Energy consumption: Energy consumption data of the entire commercial complex will be automatically monitored and published seasonally on the website.
- Renewable energy: Consumption of drinking water produced by solar panels, and electricity provided by external suppliers which produce this energy from non-combustion renewable sources, will be monitored with the same procedure described before for the other energy consumption.
Monitoring stages
Data will be collected and monitored in three different stages:
A) Monitoring before construction works
This stage ended before the beginning of the works of the 2nd part, which was the subject of the environmental compatibility evaluation, before the beginning of the construction works. Data collected are representative of the environment situation before the modifications due to the completion of the Outlet complex.
B) Monitoring during construction works
This stage concerns the period of construction of the Outlet complex, from the beginning of works until their completion. During this stage it is possible to observe the most relevant environmental modifications, connected to the working phases. In order to obtain more reliable data on the indicators most susceptible to the presence of people, monitoring and data collection will be done in the period of most sustained business activity of the already active working complex (1st part), which corresponds to the sales period. This monitoring schedule could be changed during construction works, also in relation to the trend of the works of the 2nd part.
C) Monitoring after construction works
This stage begins with the beginning of the commercial activity of the Veneto Designer Outlet. This will correspond to the 2nd part works completion, when the definitive Outlet conformation will be achieved following the decisions taken with the environmental compatibility judgment.
Monitoring will be performed in correspondence to the first week of the sales period, when people flow is maximum. Also in this case, monitoring could be rescheduled depending on special events or other factors which could involve a noticeable people flow.
